San Jose, CA, November 18, 2002. Oplink Communications plans to further expand its integrated Optical Manufacturing Service (OMS) capabilities to better serve customers with low cost, high-quality optical modules, subsystems and custom, turn-key solutions. In continuing to grow its OMS offering to meet the market demand for higher levels of integrated optical manufacturing, Oplink plans to strategically expand its software and electronic engineering capabilities, incorporating these functionalities into its development and manufacturing processes within its US and China facilities.

"In this slow market for telecommunications equipment, our customers are consolidating their facilities and capabilities and shifting to the outsourced manufacturing of their modules and subsystems," stated Joe Liu, Oplink's president and CEO. "As they increase this focus on outsource vendors, they will demand the expert-level of integration that we believe Oplink is well-positioned to provide."

Liu continued, "We believe that there is a significant opportunity to increase our role as a strategic partner to our customers through expanding the integration of electronics, software, mechanics and optics into our products."

In addition, the Company announced that it continues to move forward with major restructuring initiatives, including the shift of its engineering, R&D and manufacturing competencies to its offshore facilities in China and a reduction of approximately 50% in its worldwide workforce. The Company expects to complete its initial restructuring efforts by the end of the second quarter of fiscal year 2003. Also, the Company is considering further restructuring plans and anticipates additional restructuring charges during the second quarter of fiscal year 2003.

In conjunction with the Company's ongoing restructuring efforts, Christian Lepiane, Vice President of Worldwide Sales, and Zee Hakimoglu, Vice President of Product Line Management, have resigned to pursue other interests.

Oplink was incorporated in 1995 and is headquartered in San Jose, California. The Company's primary manufacturing facility is in Zhuhai, China.
